He specializes in securing real estate entitlements, managing infrastructure and site improvement projects, and redeveloping environmentally sensitive and contaminated sites, including complex brownfield properties. His project portfolio ranges from $1 million to $1.3 billion in value.

Mr. Cullina has successfully entitled real estate assets across the United States and internationally, demonstrating deep expertise in land use negotiations, governmental permitting, CEQA compliance (California Environmental Quality Act), and strategic stakeholder engagement. His capabilities include managing debt and equity relationships, overseeing ground-up development, and navigating complex geotechnical and civil engineering challenges.

He is highly experienced in reviewing Covenants, Conditions, and Restrictions (CC&Rs), wetlands mitigation strategies, and regulatory negotiations with the U.S. Army Corps of Engineers, especially involving navigable waterways. Additionally, he conducts in-depth assessments of existing encumbrances, rent rolls, and other critical data impacting the financial viability of commercial and industrial real estate investments.
